Merino who scored in the 88th minute after coming on as a substitute.
Injury hit Belgium struggled in the match after making only five shots with two on Target.
Belgium first choice keeper who plies his trade for Real Madrid was substistuted out and Manchester United Sanne Lamens replaced him.
The Arsenal midfielder Merino prodded home after Lamens spilled the ball shortly after coming on.
Spain who made 18 shots on target looked more dangerous and had ealier scored through Fabian Ruiz in the 30th minute.
Belgium tried to come back in the game and were able to net an eaqualiser after a header by Charles Mark S. De Ketelaere who plays in the serie A for Atalanta.
Spain will now face France in a semi final match in Dallas on July 14 as they hope to reach the first final since their heroics of winning the world cup in 2010.
On Sunday at 12am Kenya time Norway will face England while at 4am Argentina will face Switzerland.
