A new survey conducted by Politrack Africa reveals that a significant portion of Kenyans remain unconvinced about President William Ruto’s decision to form a broad-based government. The poll, released on Friday, February 21, indicates that 41.3% of Kenyans oppose the move, while 36.7% support it. Another 22% remain undecided, seven months after the political rapprochement between President Ruto and opposition leader Raila Odinga.
The survey further explores public sentiment regarding the government’s prioritization of service delivery. Only 22.1% of respondents are optimistic about tangible results, whereas 21.3% believe it is highly unlikely that the government will focus on the needs of the ordinary citizen.
Impending Principal Secretary Reshuffle
With speculation mounting over an impending reshuffle of Principal Secretaries (PSs), the survey reveals mixed reactions. While 41.8% of Kenyans approve of potential changes to the PSs, 33.7% oppose the move, and 24.5% remain uncertain.
There is also growing public sentiment against appointing individuals over 60 years to government positions. A majority of respondents argue that fresh ideas are needed to drive Kenya’s agenda on the international stage.
Top-Ranked Principal Secretaries

As discussions around the reshuffle intensify, the poll also ranks the most preferred Principal Secretaries that Kenyans want retained in government. Leading the list are Immigration and Citizen Services PS Julius Bitok and Energy PS Alex Wachira, both securing an approval rating of 76.5%.
Public Health and Professional Standards PS Mary Muthoni follows closely with a 76.2% approval rating, indicating strong public confidence in her performance.
Other PSs who ranked highly include Elijah Mwangi (Mining), Joseph Mungai (Roads), and Aurelia Rono (Parliamentary Affairs), completing the top five list of those Kenyans favor for retention.
Survey Methodology
The Politrack Africa poll was conducted through telephone interviews with 1,068 respondents aged 18 and above, capturing diverse perspectives on the current political landscape and governance concerns.
With public opinion still divided on the broad-based government and looming PS reshuffle, it remains to be seen how President Ruto will navigate these critical governance issues in the coming days.
